Target Zero only accepts Fellow Cities where animal control and key animal welfare organizations are effectively collaborating (or eager to) because we've found that collaboration is essential to get to zero. All of the stakeholders in a city must submit an application and, once accepted, a formal Target Zero Plan is designed. The Institute then mentors each organization in the Fellow City for up to three years, with all resources and training provided at no cost to the Fellow organizations.
